The Government of India keeps on revamping and reintegrating government schemes to adjust its aims and objectives with the changes in society and demography from time to time.

Many govt schemes for poverty alleviation have been modified and reintroduced similarly. The Deen Dayal Antyodaya Yojana (DAY) is one such scheme by the Government of India that has been modified and reintroduced with changes to accommodate the poverty aspect of the country and the changing demographics.

The govt scheme places a special reliance on women from financially weaker backgrounds.

What Is Deen Dayal Antyodaya Yojana-National Rural Livelihood Mission?

Deendayal Antoyadaya Yojana (DAY) is a flagship scheme that was started by the Ministry of Rural Development (MoRD), which is a subsidiary of the Government of India.

The Sarkari Yojana intends to promote the formation of self-help groups (SHGs) and self-employment amongst the people in rural areas, especially amongst those belonging to the Economically Weaker Section (EWS) or those who fall below the poverty line (BPL).

The govt scheme emphasises the inclusion of women in such SHGs. It aims to include at least one woman from each family in the local self-help groups to promote self-employment and women's empowerment.

The DAY-NRLM Scheme finds its background in the Integrated Rural Development Programme (IRDP), which was launched in 1978 in India, seeking to achieve the same objectives. It was later renamed Swarnajayanti Grameen Rozgaar Yojana (SGRY) in 1999.

The SGRY was remodelled and altered in 2011 to form the National Rural Livelihood Mission (NRLM). The NRLM gov in focuses on three major aspects that can be summed up as follows:

  • Expansion and magnification of livelihood opportunities for the poor,

  • Skill development, and

  • Helping microenterprises and microentrepreneurs.

The DAY scheme was renamed in 2015 after a restructuring of the NRLM and finally launched as the Deendayal Antyodaya Yojana—National Rural Livelihood Mission (DAY-NRLM).

Objective Of The Deendayal Antyodaya Yojana- National Rural Livelihood Mission

The DAY-NRLM has various key objectives that aim to alleviate poverty by promoting sustainable opportunities for poor people from rural areas, especially women. Some of the key objectives are:

  • Self-Help Groups (SHGs): The scheme aims to make rural women a part of the Self-Help Groups to enhance their social, economic, and political knowledge so that they can form and shape their views.

  • Poverty reduction: DAY-NRLM aims to increase people’s income by introducing sustainable job opportunities for both, agricultural and non-agricultural activities to promote other sectors as well.

  • Social inclusion: The program focuses on promoting social inclusion by enabling rural women to be a part of various government schemes and initiatives like the Swachh Bharat Abhiyaan, Poshan Ahiyaan, and others.

  • Skill development: DAY-NRLM focuses on providing training programs in various fields to educate women and develop their skills.

  • Financial support: The mission ensures that SHGs are linked with banks so women who are part of SHGs can avail of financial services from legitimate banks.

Benefits Of Deendayal Antyodaya Yojana- National Rural Livelihood Mission

The DAY scheme is a well-acclaimed scheme of the Government of India that has gained popularity amongst the rural masses in India. Its benefits can be summed up as follows:

  • Skill Training: The NRLM scheme aims at uplifting the poor in rural and backward areas by providing opportunities for skill development. Such skill development is aimed at generating more opportunities for self-employment.

  • Growth of Micro-Enterprises and Entrepreneurial Values: This scheme by the government seeks to promote the setting up of micro-enterprises as well as cottage enterprises. The promotion of entrepreneurial values amongst the rural masses through the provision of skill training, finance, and inclusion in SHGs is a lucrative feature of the scheme.

  • Subsidised Loans: There are specific provisions for the allocation of subsidies on loans. Individuals who set up micro-enterprises can avail of a subsidy of 5% to 7% on a loan amount of up to INR 2 lakh. Enterprises that are being set up by groups can avail of subsidies for loans up to INR 10 lakh.

  • Employment Opportunities: The expansion of employment opportunities is one major pillar of the DAY-NRLM scheme. It seeks to prepare the poor for jobs, apart from farm sector jobs. This would lead to livelihood enhancement.

  • Provision of Shelters: The govt scheme intends to build shelters for the urban poor in furtherance of its motives.

  • Financial Assistance: The scheme provides financial assistance in the form of a revolving fund (RF) and a community investment fund (CIF). The RF offers an aggregate of Rs 20,00 to Rs 30,000 per SHG in a local area. Similarly, CIF assistance varies from SHG to SHG in different areas.

Eligibility Criteria Of The Deendayal Antyodaya Yojana- National Rural Livelihood Mission

  • Women from economically weaker rural households

Updates On DAY-NRLM Deendayal Antyodaya Yojana- National Rural Livelihood Mission

The DAY-NRLM has seen major progress since it started. Some of the key updates and achievements are:

  • Reach: By June 2024, the mission had helped and made over 10 crore women a part of more than 90 lakh Self Help Groups (SHGs) from at least 700 districts across 28 states and 6 union territories.

  • New initiatives: The mission launched the ‘Million Designers, Billion Dreams’ initiative in August 2024 to equip rural leaders and entrepreneurs with the necessary knowledge to excel in their particular fields.

  • Financial and digital inclusion: The mission has promoted digital financial literacy, especially in people from rural areas, and has also trained women part of SHGs to become ‘Banking Correspondent Sakhis’.

  • Empowerment: DAY-NRLM works in collaboration with various other schemes like the Start-up Village Entrepreneurship Program (SVEP), Ajeevika Gramin Express Yojana (AGEY), and others to make women independent.
