To promote the growth of the MSME sector, the government has launched the International Cooperation (IC) program. Accordingly, this govt program encourages eligible organisations to participate in international MSME exhibitions, fairs, trade meets, etc.
Moreover, under this program, the Ministry of MSMEs is pushing for conducting international conferences, seminars, workshops and training within the country with full access to the beneficiaries of the IC program.
The “International Cooperation Scheme” has been launched by the Ministry of Micro, Small and Medium Enterprises, Government of India, to strengthen the capacity of MSMEs to enter the export market by facilitating their participation in international exhibitions/trade fairs/conferences/seminars/buyers’ meetings abroad and providing them with actionable market intelligence.
The government scheme allows MSMEs to continuously upgrade themselves to meet the challenges arising from technological change, changing demand, emergence of new markets, etc. Overall, all components of the Sarkari Yojana target various aspects required to improve the position of MSMEs as emerging exporters.
Under this govt Scheme component, financial support will be provided on a reimbursement basis for
Airfare,
Room rental (booth fees),
Customs reimbursement,
Freight costs,
Advertising and publicity costs,
Participation/registration fees,
Organising international conferences/summits/workshops/seminars, etc.
The program offers MSMEs the opportunity to continuously upgrade their skills to meet the challenges of technological change, changing demand, emergence of new markets, etc. Overall, all program components target various aspects required to improve the position of MSMEs as emerging exporters.

Upgrading the sector while getting used to modernization
For participation in an international exhibition/fair:
Economy class airfare (maximum Rs. 1.50 lakhs).
Stall fees (maximum Rs. 3.0 Lakh).
Freight charges (maximum Rs. 50,000/-)
Entry/registration fee up to Rs. 5000/-
For organising an international conference in India
The cost of organising the event is up to a maximum of Rs. 10 lakhs.
Airfare for foreign speakers (minimum 03): Rs. 5 lakhs.
Here are the eligibility criteria for the organisation to participate in this Sarkari Yojana
The applicant organisation should be suitably registered under the relevant law (i.e., companies under the Companies Act, societies under the Societies Act, etc.) and have the primary objective of promoting and developing MSMEs.
The applicant organisation should have regular audited accounts for the last three years.
The events for which financial assistance is sought under the scheme must be on the list of approved exhibitions/events/ buyers finalised by the Ministry of MSME in each financial year.
The financial assistance to an applicant organisation is normally limited to three events per financial year. However, the Screening Committee may, for reasons to be recorded, recommend a relaxation of this condition and allow more than three events.
The support can only be seen as a supplement to the organiser’s contribution.
The industry associations/organisations may continuously participate in a particular event for three years. After continuously participating in a specific event for three years, they can join in the same event again after a break of 2 years.
Applications can be submitted by eligible industry associations/organisations to avail the benefits of the scheme.
Step 01: The applicant organisation submits an online application for financial support, the relevant documents, and the cost estimate for the proposed event, which includes all details of the expenses.
Step 02: The applicant organisation must visit the official website/portal to submit an application. (https://ic.msme.gov.in/IC_APP/IC_Welcome.aspx)
Step 03: Select “Market Development Assistance” on the home page to log in if registered. If the applicant organisation is a new user, click “New User Register Here” to register for the program by selecting the type of organisation.
Step 04: After successful registration, the applicant organisation can log in with valid credentials. After logging in, the user will be redirected to their dashboard where several actions need to be performed.
The International Cooperation Scheme is a testament to the government’s commitment to promote the growth of the country’s MSME segment. From providing financial assistance to marketing support, the MDA programme enables small businesses to access international markets.
