What Is The PM-DevINE Scheme?

The PM-DeviNE full form is the Prime Minister’s Development Initiative for the North Eastern Region was introduced in the Union Budget 2022-23 of India to specifically focus on the North East Region (NEP). The PM-DevINE scheme is a Central Sector Scheme with 100% Central funding and will be implemented by the Ministry of Development of the North Eastern Region (DoNER).

PM-DevINE scheme aims to create infrastructure, support industries, social development projects, and livelihood for the youth and women in the Northeastern states. The government is planning to put the main focus on these projects along with expenditure. The PM-DevINE scheme is “aimed at rapid and holistic development”.

Objectives Of The PM-DevINE Scheme

There are several objectives of the PM-DevINE scheme that outline its goals. Some of the key objectives are listed below in brief:

Support social development projects based on the needs of the NER.

Provide funding for infrastructure projects following the PM Gati Shakti Plan.

Why Are the North Eastern Regions The Main Focus?

There are some reasons why the North Eastern Regions are kept under the focus of the PM-DevINE scheme. Some of those reasons are:

Historically Isolated: The North Eastern Region (NEP) was always isolated and never got the attention of other states. Because of this isolation, the states never developed at the rate the other states were developing.
Economically Neglected: North Eastern states do not have the finances to focus on the infrastructure and development which leads to insufficient railway lines that do not connect to the main areas.
Poor Infrastructure: The northeast region's infrastructure development is behind other states. Poor infrastructure and lack of investment created a cycle that held back the economic growth of these states.

Conclusion

The PM-DevINE scheme is “aimed at rapid and holistic development” of the northeast region by “funding infrastructure and social development projects, based on felt needs of the States. It will strive to fill the gaps in various sectors and will not be a substitute for existing Central and State Schemes” the DoNER Ministry informed the Rajya Sabha on December 7.

This project will take time to notice the differences in the North Eastern states, but the PM-DevINE scheme aims to bring sustainable infrastructure improvements with visible impacts over time.
