Waste pickers are one of the most undermined yet crucial elements of a nation. They are those individuals who collect waste from streets or landfills for reselling it to recyclers. According to an early 2025 report, there are around 1.5 to 4 million people engaged in the unorganised sector of waste pickers.

As waste pickers, also known as rag pickers, belong to a profession in the unorganised sector, they face a range of challenges in being able to access various government schemes and services.

Condition Of Waste Pickers

Recently, 12 organisations from the city of Bengaluru surveyed waste pickers, wherein they concluded that waste pickers need at least Rs. 40,000 per month to support a family of 4 in various aspects such as food, housing, education, and other basic facilities. But in reality, most of the families of waste pickers earn less than Rs. 10,000 per month. Due to this, they often struggle with accessing basic goods like food and healthcare, which forces them to turn to informal sources of credit, leading them to the inevitable debt cycle.

Are There Government Schemes For Waste Pickers?

Yes, innumerable central and state government schemes have been launched that allow people from such vulnerable and economically disadvantaged groups to access various basic needs such as quality food, free healthcare services, including health insurance, school and university scholarships, housing schemes, pensions, etc.

In the state of Karnataka, at present, there are around 108 social security schemes that waste pickers can benefit from after clearing the eligibility criteria.

However, all of these schemes are still very hard to access for not only waste pickers, but others as well, who belong to the vulnerable or economically disadvantaged groups.

Challenges For Waste Pickers Concerning Applying For Social Security Schemes

Waste pickers face a range of challenges when it comes to accessing various social security schemes. Those challenges are laid down below in detail for one’s better understanding:

  • Need for documents: To apply for any government scheme, whether central or state, some basic documents are needed, such as one’s Aadhaar card as an identity proof, Birth certificate, Caste certificate, Income certificate, etc. However, the lives of waste pickers are extremely dynamic, unpredictable, and unorganised. This is one of the major reasons why they often have none of their documents, such as their birth certificate, which limits them to even applying for basic ID proof certificates like an Aadhaar.

  • Rate of illiteracy: Education is extremely important as it helps in the development of one’s basic cognitive and motor skills, like reading and writing, to polishing more complex abilities like decision-making. Waste pickers usually experience a challenging home environment wherein the parents don’t give importance to education, as their parents never did. This generational learning is a contributing factor to the higher rate of illiteracy and also the reason behind the unawareness in people about government schemes designed for them.

  • Limited access to the digital world: As everything is being shifted from a traditional paper-based approach to digitised platforms, it is very difficult for waste pickers to first purchase digital gadgets and then learn their functions to be able to apply for various schemes.

  • Discriminatory treatment: Unfortunately, people from other classes of society consider and label waste pickers as ‘unclean’ or ‘untouchable’ because they pick up garbage. Hence, they are treated with extreme rudeness and unkind words when they visit govt offices or other places for official work. What people fail to realise is that collecting garbage is one of the cleanest and most significant works done by waste pickers for the beauty of the nation.

Benefits Of Social Security Schemes

Many organisations are working on empowering waste pickers by educating them about government schemes that can improve the quality of their lives, and also helping them in applying for the scheme or basic documents such as Aadhaar cards, Voter IDs, Ration cards, etc. An initiative has been launched for the same, named the Mobile Social Security (MSS) initiative, as a part of the Saamuhika Shakti intervention. In 4 years, MSS teams have covered around 8 zones across the city of Bengaluru, including rural areas, and have helped more than 2500 people in applying for relevant social security schemes.

Various social security schemes are introduced to help people from vulnerable groups. Some of them are listed below:

  • For quality food: To avail food at subsidised prices, people can apply for schemes like the National Food Security Mission, which covers schemes like Priority Households and Antyodaya Anna Yojana, or enrol in the Public Distribution System through a Ration card.

  • For housing: Shelter is one of the other basic needs that we all require in our lives. For this, individuals like waste pickers can enrol themselves in the PM Awas Yojana (PMAY), under which they can take the help of the government in building strong houses in both urban and rural areas.

  • For healthcare: Quality healthcare is not only a need but a necessity that everyone requires, irrespective of their socio-economic backgrounds. Waste pickers can apply for schemes like the Ayushman Bharat Yojana, through which they can access quality healthcare services and get cashless medical treatment as and when required.

Waste pickers are one of the most integral parts of an economy as they contribute to keeping the nation clean and green. Government schemes and services have been extremely useful for them up till now, but the authorities should also focus on creating schemes aimed at spreading awareness and educating people about the schemes and services that can help in improving the standard of their lives.
