The High Security Registration Plate (HSRP) is a mandate for all vehicle owners across India, especially those vehicles that were registered before April 1, 2019. The new number plates were introduced by the Ministry of Road Transport and Highways (MoRTH) under Rule 50 of the Central Motor Vehicles Rules (CMVR). These new number plates are tamper-proof and equipped with several other features for the enhanced protection of the vehicles owned by the citizens of India.

A High Security Registration Plate, or HSRP, is a standardised, tamper-proof aluminium vehicle number plate introduced by the Ministry of Road Transport and Highways (MoRTH). It replaced the older, easily duplicated plates that had become a well-known enabler of vehicle theft, toll evasion, and traffic violation cover-ups across India.
The term "high security" is not marketing language. These plates are physically constructed to resist duplication and tampering. Each one is manufactured by a government-authorised vendor under strict quality control and is uniquely linked to your vehicle's registration in a central MoRTH database. No two HSRPs carry the same laser-etched serial code — and unlike an old flat plate, any attempt to remove or replicate an HSRP leaves visible, irreversible evidence.
The shift to HSRP was formalised through an MoRTH notification and progressively enforced across states. Three policy goals drive the mandate.
Vehicle theft and cloning: Before HSRP, number plates were easy to replicate at any roadside workshop. A stolen vehicle fitted with a cloned plate matching a legitimate registration could operate freely for months. Because each HSRP carries a unique laser-etched code linked to a national database — and uses snap-lock fasteners that break irreversibly on removal — cloning is functionally impossible.
Automated enforcement: India has invested heavily in Automatic Number Plate Recognition (ANPR) cameras at toll booths, state borders, and city intersections. These cameras are calibrated for HSRP's retro-reflective sheeting. A faded old plate or a fancy-fonted custom plate reads poorly, undermining the e-challan system and FASTag integration that traffic management increasingly depends on.
Ownership transparency: During vehicle sales, insurance renewals, and RC transfers, cross-verification against the HSRP database adds a layer of protection for buyers, insurers, and RTOs. A vehicle without HSRP is increasingly flagged during ownership transfers and can complicate insurance claims.

Understanding what makes an HSRP "high security" helps you verify that what you receive at the fitment centre is genuine.
Tamper-proof snap locks: Non-reusable snap locks fasten the plate to the vehicle. Any removal attempt breaks the lock permanently, making tampering instantly visible to enforcement authorities.
Retro-reflective sheeting with IND inscription: A hot-stamped film in blue carries the verification inscription "India" and ensures the plate is readable by ANPR cameras in all lighting conditions — including night driving and heavy rain.
Chromium-based Ashok Chakra hologram: An internationally recognised security feature that cannot be replicated without government-controlled manufacturing infrastructure.
10-digit laser-etched serial number: Each plate carries a unique alphanumeric code laser-branded onto the aluminium. This number is cross-linked to your vehicle's registration in the MoRTH central database, enabling real-time verification by police, toll operators, and RTOs.
Central database integration: Every HSRP is permanently associated with one specific vehicle. Cloning one and fitting it to another vehicle will immediately produce a mismatch on any database check.
RFID integration (select states): Some state implementations include an RFID chip enabling automated tolling and vehicle tracking without requiring the driver to slow down at checkpoints.

Alongside your HSRP plates, MoRTH mandates a colour-coded fuel identification sticker on your windscreen (front, right side). This small but legally significant sticker indicates your vehicle's fuel type to traffic police, ANPR cameras, and pollution enforcement systems.
The colour-coding is nationally standardised:

A missing or incorrect colour sticker attracts the same penalties as a missing HSRP plate — up to ₹10,000. In Delhi, sticker checks are a routine part of enforcement drives, particularly during GRAP (Graded Response Action Plan) periods for air quality management.
If your HSRP is already fitted but the sticker is missing or peeling, you do not need to re-apply for the full plate. On the official booking portal, use the "Only Colour Sticker" option.

The primary booking portal for most northern and central states is bookmyhsrp.com. Southern and western states (Maharashtra, Karnataka, Tamil Nadu) have state-specific portals. The process is similar across all of them.
Step 1 — Visit the authorised portal or your state transport department's dedicated HSRP page. Avoid third-party sites that are not authorised by MoRTH — fraudulent portals are common and will take your money without booking a genuine appointment.
Step 2 — Select your service type. Choose "High Security Registration Plate with Colour Sticker" for a new application. If you only need the sticker, select "Only Colour Sticker." For a lost or damaged plate, choose "Replacement / Retain / Transfer."
Step 3 — Enter your vehicle details. Input your vehicle registration number, the last five digits of your chassis number, and the last five digits of your engine number. These are cross-validated against MoRTH's Vahan database in real time — enter them exactly as they appear on your RC.
Step 4 — Select your state, RTO, and fitment centre. Your state and RTO are auto-populated based on your registration number. Select the fitment centre nearest to you. In cities like Delhi and Noida, a "Doorstep Service" option may appear — this dispatches an authorised technician to your address.
Step 5 — Choose your appointment slot. Available slots are shown in a calendar view. Metro city centres often have a 7–15 day wait. If your nearest centre has a long queue, check centres in adjacent areas. Book early — enforcement drives cause sudden spikes in demand.
Step 6 — Pay online. Pay via UPI, net banking, or debit/credit card. A confirmation SMS with your booking reference number is sent to your registered mobile. Save this — you will need it at the fitment centre.
Step 7 — Visit the fitment centre on your appointment date. Bring your vehicle and RC. Installation takes 10–15 minutes. The technician fits both front and rear HSRP plates using tamper-proof snap locks and affixes the colour sticker to your windscreen. You receive a receipt as proof of compliance.
HSRP fees are not centrally fixed — each state transport department sets its own rate through a tendering process. Prices below are inclusive of GST and snap lock costs.

Always confirm the exact fee on the official portal's checkout page before booking — that figure reflects the current state rate card and is more reliable than any third-party source.
Under Section 177 of the Motor Vehicles Act, 1988, driving with a non-compliant registration plate — including driving without an HSRP after your state's deadline — is a punishable offence.

The fine is the most visible consequence, but not the only one. A vehicle without HSRP can also face complications during ownership transfer (buyers and RTOs increasingly flag non-compliant vehicles), insurance claim disputes (non-compliance is noted in accident investigation reports), denial of RTO services (Maharashtra has authorised RTOs to withhold fitness certificate renewals for non-compliant vehicles), and vehicle seizure at high-enforcement border checkpoints.
Delhi Police booked over 27,000 vehicles for defective and non-standard number plates by mid-2024. Karnataka Police registered more than 18,000 cases in just three weeks, with roughly half from Bengaluru alone. Enforcement is not theoretical.

If your HSRP is damaged in an accident, worn beyond readability, or stolen, you cannot buy a replacement from a local shop. Replacement plates must be ordered through the official system — this is precisely what prevents cloning.
Step 1: If the plate was stolen, file an FIR at your nearest police station and get a stamped acknowledgement. This protects you from liability if the plate is used in a subsequent violation. For damaged plates, an FIR is not required.
Step 2: Go to bookmyhsrp.com and select "Replacement / Retain / Transfer." Enter your registration number, chassis number, engine number, and the reason for replacement.
Step 3: Upload your RC copy and, if applicable, the FIR acknowledgement. Some states also require a self-declaration form.
Step 4: Book your appointment slot, pay the fee (same as a new application in most states), and visit the fitment centre.
