Jammu and Kashmir received its first government-funded budget for 2025 from Chief Minister Omar Abdullah. The elected government has presented its initial budget in seven years, demonstrating its commitment to building sustainable progress in both agriculture and tourism. Major financial transactions made by the government aim to create jobs while expanding essential infrastructure combined with social welfare programmes to establish enduring peace and economic stability for the area.
The Jammu and Kashmir Budget 2025 introduces key initiatives across agriculture, tourism, infrastructure, and industry to drive economic growth. These strategic allocations aim to boost employment, enhance public services, and promote sustainable development in the region.
The government planned to use ₹815 crore of funds for agriculture development to create 2.88 lakh new job opportunities. The government has launched multiple programmes that blend two-crop cultivation and horticultural activities for enhanced farm output and financial gains for farmers. The government plans to boost wool processing while backing the leather tanning industry through financial measures to expand agricultural output choices.
Government investments amounting to ₹390.20 crore will drive the area's tourism development since this sector maintains vital economic significance. The government forecasts 2.36 crore tourists visiting the region by 2024 while anticipating global participation at the Kashmir Marathon. The administrative authorities of Jammu have launched initiatives to make Basholi into an adventure tourism destination while also constructing a new water attraction facility at Sidhra.

The budget initiative includes building 500 new Panchayat Ghars for infrastructure development as well as local governance strengthening. Public service delivery and administrative efficiency will receive improvement through this initiative at the village governance level.
The government recognises sports tourism potential which will result in efforts to promote water sports together with developing Sonmarg as a winter sports destination. The proposed initiatives aim to bring recreational sports enthusiasts to the area which will drive economic growth in the region.
A film policy will begin operations to make Jammu and Kashmir an ideal location both for movie making and nature tourism. The region will benefit from its beautiful landscapes through this new policy which targets filmmaking as a way of boosting tourism while generating employment.
The budget implements a strategy to construct 64 industrial estates that will boost regional industries. The government has planned to launch a policy with price preference options which aims to resolve trader worries and promote industrial development.

The capital expenditures allotted for rural development through ₹3,773.93 crore during 2025-26 represent an enhanced amount of ₹990.04 crore compared to the preceding financial year. The allocated funds will enable ongoing projects to keep operating and enable fresh projects totalling 41,640 to begin while complete physical oversight serves as a guarantee for transparency and accountability.
Healthcare receives significant funding to build and improve medical infrastructure which will enhance the quality of healthcare services and decrease healthcare inequality throughout the area.
