On June 3rd of 2025, the Union Government of the Union Territory of Ladakh announced the rollout of new and updated policies concerning reservation, domicile, and language. The new policies have been created to make the Union Territory (UT) of Ladakh a safe space for the people of the UT, a space where their culture is respected and guarded.

Features Of The New Policies By Ladakh’s Government

There are several key features of the new policies created and issued by the Government of the Union Territory of Ladakh. All the features are laid down below in detail for one’s better understanding and reference.

1. Reservation

The Jammu & Kashmir Reservation Act of 2004 has now been replaced by a new act called the Union Territory of Ladakh Reservation (Amendment) Regulation of 2025, as announced by the President of India, Smt. Droupadi Murmu.

The new policies concerning reservations are mentioned below in points:

  • The total reservation is not to be more than 85%. Please note that the reservation quota for Economically Weaker Section (EWS) is not considered under this.

  • 95% of reservations are made for govt jobs in the UT of Ladakh. Ladakh has surpassed both Meghalaya (85% reservation quota for Scheduled Castes & Scheduled Tribes) and Arunachal Pradesh (80% reservation quota for Scheduled Tribes).

  • 80% reservation quota is set aside for the Scheduled Tribes (STs), 4% for people in the Line of Actual Control/Line of Control, 1% for Scheduled Castes (SCs), and 10% for people who come from the Economically Weaker Sections of the society.

  • Please note that the exact specifics of the new act. i.e., Union Territory of Ladakh Reservation (Amendment) Regulation of 2025 will be announced later.

2. Domicile

The President of India, Smt. Droupadi Murmu declared that the domicile rules will be governed under three acts. i.e., the Ladakh Official Languages Regulation of 2025, Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation of 2025, and the Ladakh Autonomous Hill Development Councils (Amendment) Regulation of 2025.

Tehsildars are now allowed to issue domicile certificates. The conditions of applying for a domicile certificate are mentioned below:

  • Individuals who have been residing in the state for more than 15 years from October 31st, 2019.

  • Students studying in the UT for at least 7 years and have given their board examinations of Class 10th or 12th in Ladakh.

  • Children of central government employees.

  • All India Service Officers.

  • People working in Public Sector Undertakings (PSUs) and autonomous bodies of the central govt.

  • People working in public sector banks.

  • Also, people who have worked in the UT for more than 10 years since October 31st, 2019.

3. Languages

As per the Ladakh Official Languages Regulation of 2025, the official languages in Ladakh would be Hindi, English, Urdu, Bhoti, and Purgi. The authorities also added that they will work on promoting the native languages of Ladakh, such as Shina (Dardic), Brokskat (Dardi), Balti, and Ladakhi.
