The Government of India has introduced the SC students scholarship scheme through the Ministry of Social Justice and Empowerment to improve the educational standards of students from the Scheduled Castes studying in classes IX to XII. The SC student academic support emphasises bridging the educational gap between SC students and their training for competitive professional/technical courses like engineering, medicine, management, etc.
A lot of students from weaker sections of the society find it hard to get good coaching, hostel accommodation, study materials and proper academic guidance. This Merit upgradation scheme for SC students seeks to address these issues by providing financial aid, special coaching for entrance exams and aids in general personality development. Educationally Backward Districts having a high Scheduled Caste population are the specific focus of the programme.
The Scheduled caste education scheme also aims to support equal educational opportunities for girls and students with disabilities through benefits like reservation and providing extra allowances.

The Merit Improvement Scheme in India is an educational welfare scheme for the enhancement of the academic performance of students belonging to any Scheduled Caste at the secondary and senior secondary levels of education. The government acknowledged that there are educational disadvantages to many students belonging to the SC, which they argued is due to the low quality of the academic support system, insufficient coaching opportunities, and the absence of good educational infrastructure.
In this Scheduled caste education scheme, financial aid and remedial teaching support are meant to be provided to selected students, who are given hostel facilities, books, stationery, and coaching in the entrance examination. The programme emphasises and helps the students get ready for streams of professional education, namely engineering, medical science, management and technical courses.
The government scheme also plays its part in the personality development of students, and also in enhancing their academic exposure through better facilities of education in selected schools, both residential and non-residential. To increase the participation of SC students in higher education and professional employment, the government has focused on the improvement of education at the primary and secondary levels in classes IX to XII.
The Sarkari Scheme has been launched to improve the educational base for the SC students to create equal opportunity in Higher education and entrance tests for jobs. The following is a brief list of some of the key aims of the scheme:
Increase the academic performance of the Scheduled Caste children of Classes IX- XII by providing coaching and educational assistance.
Minimise educational gaps in subject areas that decrease students' ability to attend technical and professional courses.
Equip students for competitive tests such as Engineering, Medical, Management, etc.
Ensure gender justice in education by equitable sharing of benefits.
Provide extra financial assistance and make education facilities for disabled Scheduled Caste students available and acceptable.
Enhance educational provision in Educationally Backwards Districts, where literacy rates of the Scheduled Castes community are comparatively low.
The Scheduled caste education scheme offers funding and mentorship to reserved category students in their personal and educational growth. The support allows students to stay in education without a large financial burden on their families.

Special provisions of the government scheme have been made for disabled students from the SC community, for their equal access to education and coaching programmes. Below are listed some of the key disability-related benefits of the scheme.
A monthly allowance of ₹200 is provided to all blind children studying from IX to XII standard to assist their academic studies.
Disabled students who do not reside in hostels inside the premises of the educational institution are given a transport allowance of ₹100 per month.
The severely orthopaedically handicapped students are given special assistance of ₹200/- per month.
The escort of severely handicapped day scholar students with lower extremity disabilities is ₹100 per month.
The additional coaching support for students with mental disabilities or mental illness studying during Classes IX-XII is ₹200 per month.
To be eligible for benefits, the students must follow all the requirements stipulated under the Sarkari scheme. The eligibility criteria are for giving support to the deserving students of SC from selected schools.
Applicant should belong to the Scheduled Caste category recognised by the Government of India.
The applicant should be enrolled in schools selected under the scheme in Class IX to XII.
The student is enrolled in a State Government-approved residential or non-residential school.
If a student has excelled in academics in the previous class and been unable to afford studying in a scheme of study at the Class IX level, then also benefit may be provided to students in Class X and XI, as long as the applicant comes from the Educationally Backwards Districts having a high population of SC.
The government has brought in special preference provisions to encourage equality of learning opportunity for students. The following points are briefly mentioned that relate to preferences:
Boys and girls students are equally preferred, following a (50:50) distribution ratio.
If seats allocated to girls remain vacant, they may be transferred to boys' students and vice versa.
Appropriate representation of disabled students from the Scheduled caste groups is recommended (at least 3% where possible).
Applicants are asked to meet some academic and behavioural requirements during the application of the scheme. The conditions of the scheme of importance are as follows:
The student should have a regular attendance requirement in schools and coaching programmes.
Students are expected to maintain good grades throughout the term.
From Classes IX to XII, it is expected that the beneficiaries will undergo the coaching programme fully to avail of its benefits.
Students must comply with school discipline rules and guidelines issued by State Government authorities.
State Governments organise the process of application and selection, with the help of selected schools and educational authorities. The process for a transparent and equitable selection of deserving students is as follows:-
Step 1: State Governments identify districts with high Scheduled Caste populations and lower literacy rates for implementation of the scheme.
Step 2: Schools with good academic records, hostel facilities, and proper infrastructure are selected under the scheme. Rural schools and institutions with the ability to offer the integrated development of an individual are generally brought forward.
Step 3: SC students appearing in Classes IX to XII are identified through a fair and transparent process undertaken by the State Government authorities.
Step 4: Before enrolment under the scheme, the educational records, caste certificates, identity proofs and some other documents are required to be verified.
Step 5: The student database is connected to Aadhaar-based bank accounts, allowing for clear and prompt disbursal of scholarships.

Before applying to the Centrally sponsored SC scheme, applicants must have all the important documents in place. List of the documents that are usually needed:
Caste Certificate for proof of SC Category.
Academic Records and Mark Sheets from previous years.
Enrollment certificate from school.
ID proof – Aadhaar Card or any government ID proof.
Address proof - Residential verification.
Disability certificate in case the applicant is claiming disability-related benefits.
Under the SC students' free coaching program, the grievance redressal officer is appointed at the state and district level to address the students' issues or issues related to scholarships.
If students have any problems due to benefit transfers, verification of documents, selection issues or customisation, they can seek help from the respective authorities and ask for support.
Concerns from students are known, transparent, accountable, and resolved as soon as possible.
The SC student academic support is an important scheme of the Government of India, aimed at providing support to Scheduled Caste students studying in classes IX to XII.
