 The UDID Card, also known as the Unique Disability ID card, is an Indian government initiative targeted at providing a universal identity for persons with disabilities. This card helps PwD (Persons with Disability) access various benefits and services provided by the government.

The UDID Card comprises unique identification numbers, personal information, and details about the person’s disability.

What Is A UDID Card?

The UDID Card, or Unique Disability ID Card, is a government initiative in India aimed at simplifying the identification and certification process for Persons with Disabilities (PwDs). This card serves as a single identification document for PwDs, allowing them to access various benefits and government schemes without the need for multiple documents. Managed by the Ministry of Social Justice and Empowerment, the UDID card centralises data, making it easier to track and deliver services to those eligible.

What Are The Objectives Of The UDID Card?

UDID cards have many objectives. From data conservation to highlighting a PwD person’s needs, let’s look at all.

  1. Initiated by the Department of Empowerment of Persons with Disabilities, the UDID project aims to build an integrated system to issue a Universal ID and Disability Certificate for PwD. This will help them keep all of the disability details and identification in one place.

  2. The project works in a manner that a PwD’s entire data will be available online across the country through a centralised web application.

  3. A legitimate PwD person can easily register the application form to get the Universal ID card/Disability Certificate. The process can be done both online and offline.

  4. Through this medium, a person with a disability can easily get the benefits of all the government schemes and policies made for the PwD section.

  5. Through the UDID card, monitoring the health, financial, and overall well-being of a PwD becomes easy.

What Are The Types Of Disabilities Register Under UDID?

Disability in humans is categorised under two forms: fully and partially. Let’s look at all the disabilities recognised under the UDID card.

Is There A Validity On UDID Card?

Yes, a UDID card comes in two types: a permanent UDID card and a temporary UDID card.

A permanent UDID card is issued when a competent medical authority considers that there is no progress or regress in a person’s disability.

A temporary UDID card is issued when a legitimate medical professional considers that there might be progress or regress in a person’s disability.

What Are The Different Types Of UDID Cards?

There are three types of UDIDs.

White cardThis is issued when someone has disabilities below 40%.
Yellow cardIssued when one has a disability above 40% but below 80%.
Blue cardIssued when one has disabilities above 80%.

Benefits

There are a plethora of benefits associated with having a UDID card. Of course, for the government, the benefit is to have all the PwD information in one place. Let’s have a look at all the benefits that a Person with Disabilities gets upon having a UDID card.

  1. As per the notification of DEPwD, if a person has a disability of less than 40 per cent, all National Institutes (NI) and Composite Regional Centres (CRCs) registration and diagnostic treatment fee may be waived off for UDID cardholders, along with those who have disability certificate and have enrolled on UDID portal, irrespective of their percentage of disability. The list of India’s NIs and CRCs can be obtained here.

  2. Students holding UDID cards, along with those who have Disability certificates and are enrolled on the UDID portal may get the entire course fee waived at NIs and CRCs irrespective of their disability percentage. This is applicable for the 2022-23 batch onwards students.

  3. As a PwD, a person does not need to carry and maintain multiple documents related to their disability and other health issues. The main objective of having a UDID card is to compile all the health conditions in one place, to avoid any discomfort to a disabled person.

  4. A UDID card is a single document of identification and verification, thus it will help a disabled person avail of all govt schemes, Sarkari Yojanas and services for PwD with ease.

  5. Whether a PwD belongs to a rural or urban area, the benefit of having a UDID card is the ease of tracking the physical and financial status of the person.

Eligibility Criteria

The UDID Card is accessible to all Indian citizens with partial or full disabilities. The main aim of providing this card is to simplify the verification process of Persons with Disabilities (PwDs) during government schemes and services.

To apply for the UDID card, the individual must fulfil the following criteria.

Citizenship: UDID cards may be issued to any certified person with a disability within the country.

Disability Types: Individuals must be defined as disabled under the Rights of Persons with Disabilities (RPWD) Act 2016 (which replaced Disability Act 1995). More regarding the disabled categories of the said Act are as follows.

  • Blindness
  • Low Vision
  • Leprosy Cured Persons
  • Hearing Impairment (Deaf and Hard of Hearing)
  • Locomotor Disability
  • Dwarfism
  • Intellectual Disability
  • Mental Illness
  • Autism Spectrum Disorder (ASD)
  • Cerebral Palsy
  • Muscular Dystrophy
  • Chronic Neurological Conditions
  • Specific Learning Disabilities
  • Multiple Sclerosis
  • Speech and Language Disability
  • Thalassemia
  • Haemophilia
  • Sickle Cell Disease
  • Parkinson's Disease
  • Multiple Disabilities (more than one of the above)
  • Acid Attack Victims
  • Deafblindness

Disability Certification: The individual needs to have a valid disability provision certified by a competent medical authority. This certificate will prove critical in the application process for the UDID.

Age: There is no age limit to apply for the UDID card. Anyone of any age with any of the stated disabilities can apply.

Permanent and Temporary Disabilities: Both permanent and temporary disabilities are admissible for the UDID card. However, the card will be rendered void in case a change in disability status occurs.

Documents Needed

The documents needed for a UDID card have been listed below.

  • A recent colour photograph
  • Identity proof, such as Aadhaar card, and voter ID
  • Address proof
  • Scanned copy of signature
  • Disability certificate

Application Process

Before applying for a UDID card you will require four important details; Personal Details, Disability Details, Employment Details, and Identity Details. Now let’s have a look at the steps of the application process.

  1. Click here to access the registration form.

  2. Choose the regional language as per preference.

  3. Enter personal details including the name, caste, DOB, blood group, gender, guardian details, photograph, signature/thump/other print, and more.

  4. Then fill in the Optional Details section, which includes the Income, Qualification, and Employment Details.

  5. Identity proof and Aadhaar number is required to fill.

  1. Fill in the address details.

  2. Then fill in the details of disability. There are 20 disabilities to choose from. One can opt for 2 or more depending on the PwD medical condition.

  3. The last step is to fill in the Hospital Assessment for issuing the UDID card or disability certificate.

  4. Select the hospital name for the assessment, fill in the captcha and submit the registration form.

How To Download A UDID Card?

Once your UDID Card application is approved, you can easily download the card from the official UDID portal. Here's a step-by-step guide on how to download your UDID card:

  1. Visit the Official UDID Portal: Go to the official UDID website here.

  2. Login to Your Account: Enter your application number or registered mobile number corresponding to the account to access the UDID web portal.

  3. Track Application Status: After logging in, you should check the application status of the UDID card you have applied for. If it appears under the option “Approved” then you can proceed to download the card.

  1. Download the Card:
  • Select ‘Download E-Disability Card’ from the options available on your dashboard.

  • The card will be retrieved in the form of a .pdf file.

  1. Print Your UDID Card: The UDID card which you have downloaded can be printed out and retained for use in various government schemes and services.

How To Check UDID Card Application Status?

After applying for a UDID Card, you may want to track the progress of your application. To easily perform a UDID card status check, follow these simple steps to ensure you're informed about any updates on your application.

Steps for UDID Card Status Check

  • Visit the Official UDID Portal: Open your browser and go to the official UDID website here.

  • Login to Your Account: Use your registered details, such as your application number or mobile number, to log in.

  • Go to Check Status: On your dashboard, you will find an option for UDID Check Status. Click on this link to proceed.

  • Enter Required Details: If you are not logged in, you can still perform a UDID check status by entering your application number or other relevant details as prompted.

  • View Application Status: Once you enter the details, your UDID card application status will be displayed. The status may show as "Pending," "Under Review," "Approved," or "Rejected," depending on the stage of your application.

  • Further Actions: If the status shows "Approved," you can download the UDID card. If it is "Under Review" or "Pending," you may need to wait for further processing. In case of "Rejected," check for any errors in your application and reapply if needed.

What To Do When Disability/PwD Is Changed/ PwD Migrated To Another State?

There is a set procedure for people whose disability type or percentage or both has changed or in case the PwD who already has a UDID card permanently moves to another state or UT.

  1. Click here to access the UDID portal.

  2. Login into the dashboard using the PwD UDID number and date of birth.

  3. After logging, request to surrender the previously issued card. This request then will be monitored and verified by a medical authority who will after consideration accept the request.

  4. The PwD will then need to apply for a fresh UDID card by completing the registration form and following the same steps as the first card.
